The article is devoted to the historical development of the concept of post-war reconstruction in international law, which reflects changes in approaches to the reconstruction of states after armed conflicts. The author examines the historical development of this process, starting with the post-war period of the First World War, analyzes the reconstruction mechanisms used after the Second World War, including the Marshall Plan, and considers current international initiatives and challenges faced by countries in the process of post-war reconstruction. The main emphasis is placed on the transformation of approaches to post-war reconstruction: from purely material reconstruction of infrastructure and economy to a comprehensive process that includes the restoration of state institutions, reform of the legal system, human rights, development of democratic governance and economic stability. The author analyzes the role of international organizations, which contribute to the development of mechanisms for financial support, legal regulation, and monitoring of reconstruction. The article presents historical examples of successful and problematic post-war reconstruction initiatives, including the activities of the League of Nations in the interwar period, the role of the UN and international financial institutions in the post-war reconstruction of Europe, and the experience of the Balkan countries in the 1990s. The author emphasizes that the modern approach involves not only physical reconstruction, but also the fight against corruption, involvement of local communities in the recovery process, social rehabilitation of the affected population, and ensuring long-term stability. Particular attention is paid to the current challenges of post-war recovery, in particular, on the example of Ukraine. The author analyzes the need for a systemic approach, including infrastructure reconstruction, public administration reform, economic integration, investment attraction, and support for the social sphere. The article emphasizes that international experience demonstrates that successful recovery is possible only with a comprehensive approach, transparency of processes and effective management of resources.

Стаття присвячена історичному розвитку концепції повоєнного відновлення в міжнародному праві, яка відображає зміни підходів до реконструкції держав після збройних конфліктів. Автор досліджує історичний розвиток цього процесу, починаючи з післявоєнного періоду Першої світової війни, аналізує механізми відбудови, які застосовувалися після Другої світової війни, включаючи План Маршалла, а також розглядає сучасні міжнародні ініціативи та виклики, з якими стикаються країни у процесі повоєнної реконструкції. Основний акцент зроблено на трансформації підходів до повоєнного відновлення: від суто матеріальної реконструкції інфраструктури та економіки до комплексного процесу, що включає відновлення державних інституцій, реформування правової системи, забезпечення прав людини, розвиток демократичного врядування та економічної стабільності. Автор аналізує роль міжнародних організацій, які сприяють розробці механізмів фінансової підтримки, правового регулювання та моніторингу відбудови. У статті представлено історичні приклади успішних та проблемних ініціатив повоєнного відновлення, зокрема діяльність Ліги Націй у міжвоєнний період, роль ООН та міжнародних фінансових інституцій у післявоєнній реконструкції Європи, а також досвід Балканських країн у 1990-х роках. Автор наголошує, що сучасний підхід передбачає не лише фізичну відбудову, а й боротьбу з корупцією, залучення місцевих громад до процесу відновлення, соціальну реабілітацію постраждалого населення та забезпечення довгострокової стабільності. Окрема увага приділяється сучасним викликам повоєнного відновлення, зокрема на прикладі України. Автор аналізує необхідність системного підходу, що включає відбудову інфраструктури, реформу державного управління, економічну інтеграцію, залучення інвестицій та підтримку соціальної сфери. У статті підкреслюється, що міжнародний досвід демонструє: успішне відновлення можливе лише за умови комплексного підходу, прозорості процесів та ефективного управління ресурсами.
