
The article notes that the development of public-private partnership is critically important for increasing the potential for ensuring food security, especially in the conditions of post-war reconstruction, because it is public-private partnership that allows optimizing the use of limited resources, combining the financial and technological capabilities of the state and the private sector. The content of the concept of "public-private partnership" is clarified, its pre-war and current state in the agri-food sector of Ukraine is considered, problems and barriers to its development are identified, in particular, it is noted that the agri-food sector of Ukraine has great potential for attracting investment, however, existing problems, such as corruption, political instability and insufficient transparency in doing business, hinder the development of public-private partnership. Reasoned proposals have been developed for the development of public-private partnerships as a tool for increasing the potential for ensuring food security for post-war reconstruction, and the need to improve the regulatory framework, create a favorable investment climate, and develop infrastructure to enhance cooperation between the state and business has been argued, which will become a driver for the development of public-private partnerships. To attract private investment in the agri-food sector, financial incentives such as tax breaks, grants, and subsidies should be introduced, which will significantly increase the potential for food security. Platforms should be launched in the agri-food sector to support innovations and training programs. It was emphasized that the proposed measures and initiatives will help strengthen public-private partnerships as an effective tool for increasing the potential for ensuring food security in the context of post-war reconstruction, which will generate numerous benefits, and the intensification of cooperation between the state and the private sector will increase the efficiency, productivity, innovation, sustainability, inclusiveness and autonomy of the agri-food sector.
У статті уточнено змістове наповнення поняття „державно-приватне партнерство”, розглянуто його довоєнний та сучасний стан в агропродовольчій сфери України, виявлено проблеми і бар’єри для його розвитку. Розроблено обґрунтовані пропозиції щодо розбудови державно-приватного партнерства, як інструменту підвищення потенціалу асекурації продовольчої безпеки для післявоєнного відтворення. Наголошено, що запропоновані заходи та ініціативи допоможуть зміцнити державно-приватне партнерство як ефективний інструмент для підвищення потенціалу асекурації продовольчої безпеки в умовах післявоєнного відтворення, що буде генерувати численні переваги, а активізація співпраці між державою та приватним сектором підвищить ефективність, продуктивність, інноваційність, стійкість, інклюзивність та автономність агропродовольчої сфери.
