Financial-economic mechanism for post-war reconstruction of the regional potential-forming space of Ukraine on the principles of sustainable development

Abstract

The article examines the issues of the methodological basis of the financial and economic mechanism for ensuring the post-war restoration of the potential-forming space of the regions of Ukraine on the basis of sustainable development. The author emphasizes the importance and strategic significance of potential restoration at the regional level. The article theoretically substantiates the essence and importance of the restoration potential of the regional economic system. A conceptual scheme for restoring the potential-forming space of the region is proposed. The target priorities and basic conditions for the formation of a financial and economic mechanism are revealed; the instruments of the mechanism, which are specific to the period of post-war recovery, are analyzed. The content of the subsystems of the financial and economic mechanism for the restoration and sustainable development of the potential-forming space is revealed through the correlation and connection of the following concepts: “functional elements”, “goals”, “methods” and, as part of them, “means” (“tools”), “levers”. The principle of “rebuilding better than it was” is the key to Ukraine's national recovery plan. This principle is used to rebuild damaged infrastructure and industrial facilities in order to promote a carbon-free and digital economy and transform Ukraine into a modern European welfare state and market economy. The process of reconstruction and recovery should be based on the principles of social justice, inclusiveness, gender equality, sustainability, and green transition. The article details the energy green transition of Ukraine as a strategic benchmark for sustainable development.

У статті досліджено питання методологічної основи фінансово-економічного механізму забезпечення повоєнного відновлення потенціалоформуючого простору регіонів України на засадах сталого розвитку. Наголошено на важливості та стратегічному значенні відновлення потенціалу саме на регіональному рівні. У статті теоретично обґрунтовано сутність та значення відновлювального потенціалу регіональної економічної системи. Запропоновано концептуальну схему відновлення потенціалоформуючого простору регіону. Розкрито цільові пріоритети та базові умови формування фінансово-економічного механізму; проаналізовано інструменти механізму, які є специфічними для періоду повоєнного відновлення. Деталізовано енергетичний зелений перехід України як стратегічний орієнтир сталого розвитку.
