Institutional mechanism of public administration physical education and sports in higher education

Abstract

The article analyzes the provisions of state and public administration of physical culture and sports in the system of higher education. Its theoretical development is based on the state and public administration of higher education as a certain type of public administration of social and democratic nature. According to it the institutions of state power and local self-government in close cooperation with civil society institutions formulate, adopt and implement management decisions in the field of higher education in order to achieve strategic and operational goals to develop the latter as an important component of the country's life. The social and democratic nature of such decisions is ensured by the synergistic action of the above-mentioned actors - institutions of state power and local governments, and civil society institutions.

У статті опрацьовано положення державно-громадського управління фізичною культурою та спортом в системі вищої освіти. На його теоретичний розвиток умотивовано під державно-громадським управління вищою освітою певний тип суспільного управління, що носить соціально-демократичний характер, за яким інститути державної влади та місцевого самоврядування, а також інститути громадянського суспільства у тісній співпраці формують, приймають та реалізують управлінські рішення в сфері вищої освіти з метою досягнення стратегічних та оперативних цілей розвитку останньої як важливої складової життя країни. Соціально-демократичний характер таких рішень забезпечується синергічним діями вищевказаних суб’єктів – інститутів державної влади та місцевого самоврядування, а також громадянського суспільства.
