ESSENCE AND FEATURES OF PRACTICAL IMPLEMENTATION OF THE THEORY OF POST-CONFLICT RECOVERY

Abstract

The recovery and reconstruction of a country’s economy after a war or civil conflict require scientifically grounded approaches and an appropriate methodological framework. These should be based on the conceptual provisions of post-conflict recovery theory, which help identify and systematize key patterns and trends. The urgency of accelerating Ukraine’s post-war development further underscores the need to explore economic development theories, clarify their essence, and determine concrete forms and methods for practical implementation. This approach aims to substantiate recommendations for organizing and conducting structural reforms and the country’s reconstruction. A comprehensive analysis of the key provisions of post-conflict recovery theory, based on the study of a wide range of foreign and domestic research, has allowed for the identification and characterization of its main components, principles, distinctive features, mechanisms, and organizational specifics of post-war recovery processes. The study outlines the specific conditions and stages of recovery, the main directions of government or temporary administration activities, and the role of international organizations. A comparative analysis of foreign experiences has helped determine the main challenges and shortcomings in implementing post-war reforms, which often lead to inconsistency, slowed progress, and reduced efficiency. Building on practical experience with the application of post-conflict recovery theory, a set of recommendations has been developed for the implementation of Ukraine’s Post-War Recovery Plan. It has been demonstrated that, under Ukraine’s conditions, it is essential to adopt provisions related to security stabilization, social adaptation measures for citizens, and enhanced governmental management and coordination mechanisms. These measures should ensure effective accumulation and monitoring of international assistance while maintaining reform continuity and phased implementation. These recommendations can be used by government authorities to shape policies and implementation mechanisms aimed at improving the organization and management of Ukraine’s post-war economic recovery processes.

Предметом даного дослідження є з’ясування сутності, форм і методів практичної реалізації основних положень теорії постконфліктного економічного відновлення з метою обґрунтування політичних та економічних рекомендацій для їх використання у процесі повоєнної відбудови і реконструкції України. Визначено головні складові, закономірності, принципи, механізми та особливості організації процесів постконфліктного відновлення, охарактеризовано специфічні умови та етапи його проведення, а також головні напрями діяльності урядів і міжнародних організацій. З’ясовано проблеми та недоліки у проведенні повоєнних реформ, які призводять до непослідовності в їх реалізації та уповільнення темпів. Розроблено рекомендації, які можуть бути використанні органами державної влади в процесі реалізації Плану повоєнного відновлення України з метою підвищення рівня організації та управління процесами відбудови.
