MATRIX STRUCTURE OF THE SYSTEM OF THE INTERNAL QUALITY ASSURANCE: POTENTIALS FOR INCREASING THE EFFICIENCY OF PUBLIC ADMINISTRATION OF THE COMPETITIVENESS OF THE HIGHER EDUCATION INSTITUTIONS

Abstract

Based on the results of analysis of the practices of structuring of the internal quality assurance systems of modern higher education institutions, the potentials of the matrix structure for organizing the educational activities involved in quality assurance were clarified. It was established that the system of internal quality assurance of higher education institutions developed according to the matrix structure can be considered at the level of transition from line-staff (low level of democratization of relations in higher education institutions) to circular (high democratization of relations in higher education institutions). The article contains a generalization about the advantages and disadvantages of the matrix structure for streamlining relations between the structural divisions of higher education institutions regarding ensuring the quality of educational activities and the higher education quality. In addition, the article conceptualizes the vision of multi-vector subordination of a scientific and pedagogical worker within the matrix model of structuring the system of internal quality assurance, and also substantiates the author's view of the possibility of its arrangement by hierarchical levels and functions.

За результатами аналізу практик структурування систем внутрішнього забезпечення якості сучасних ЗВО, було з’ясовано потенціали матричної структури для впорядкування залучених до забезпечення якості освітньої діяльності підрозділив. Було встановлено, що розбудована за матричною структурою система внутрішнього забезпечення якості ЗВО може розглядатися на рівні перехідної від лінійно-штабної (низький рівень демократизації відносин у ЗВО) до кругової (високий рівень демократизації відносин у ЗВО). Стаття містить узагальнення щодо переваг та недоліків матричної структури для впорядкування відносин між структурними підрозділами ЗВО щодо забезпечення якості освітньої діяльності та якості вищої освіти. Крім того, в статті концептуалізовано візію щодо багатовекторного підпорядкування науково-педагогічного працівника у межах матричної моделі структурування системи внутрішнього забезпечення якості, а також обґрунтовано авторський погляд на можливість її розбудови за ієрархічними рівнями та функціями.
