Abstract

The purpose of this article is to analyze the relationships and dependencies between the development strategies of higher educational communities (the academic community and students) and transformations of higher education in the Ural macro-region (Ural Federal district). The correlation between two typologies of universities of the Urals is shown: the universities of the fi rst group refer to the «core» of higher education, its «semi-periphery» and «periphery», while the universities of the second group refer to the typology «Universities 1.0/2.0/3.0». It is proved that only the transition of the universities to the type «University 3.0» can generate the emergence of new strategies for the development of educational communities in terms of their involvement in the decision making process regarding socio-economic and socio-cultural development of the macro-region and region.
