Abstract

The relevance of the study is due to the contradictions that develop in the interactions between the authorities and local communities, which reduces the possibility of joint actions and strengthens the mutual distrust of these two entities to each other. As a result of the study, it turned out that municipal employees do not oppose the local community, highlighting the same pressing problems as ordinary residents. At the same time, both municipal employees and citizens have stable paternalistic expectations that impede vigorous activity and joint actions. Similarities in the characteristics of municipal employees and representatives of the local community can become the basis for their cooperation.

Актуальность исследования обусловлена противоречиями, складывающимися во взаимодействиях власти и местных сообществ, что снижает возможность совместных действий, усиливает взаимное недоверие этих двух субъектов друг к другу. В результате проведенного исследования выяснилось, что муниципальные служащие не противопоставляют себя местному сообществу, выделяя такие же актуальные проблемы, что и обычные жители. При этом как муниципальные служащие, так и горожане имеют устойчивые патерналистские ожидания, мешающие активной деятельности и совместным действиям. Сходства в характеристиках муниципальных служащих и представителей местного сообщества могут стать базой для их сотрудничества.
