There Is an opinion that the parliamentary institution has exhausted its historical mission, and it should be replaced by other institutions and practices of the people's representation. The author comes to the conclusion that at the present stage of development of society there is no effective system that can replace the parliamentary institution. At the same time, it is argued that a modern parliamentary institution needs reforms and measures to improve its quality, increase its legitimacy and become an effective body of people's representation and legislation. In order to overcome the negative phenomena and difficulties in the development of the Parliament, a set of measures is proposed, the implementation of which seems to contribute to solving the problems of reforming this institution.

Существует мнение о том, что парламентский институт исчерпал свою историческую миссию, и он должен быть заменен другими институтами и практиками народного представительства. Автор приходит к выводу, что на современном этапе развития общества эффективной системы, способной заменить парламентский институт, не существует. В то же время выдвигается тезис о том, что современное парламентское учреждение нуждается в реформах и мерах по улучшению его качественного состояния, повышению его легитимности и превращению в эффективный орган народного представительства и законодательства. В целях преодоления негативных явлений и трудностей в развитии парламента, предлагается комплекс мер, реализация которых, как представляется, может способствовать решению проблем реформирования данного института.
