Abstract

В настоящее время в РФ социально ориентированные некоммерческие организации усиливают свою роль в образовании, культуре, социальном обслуживании населения: они наряду с государственными организациями оказывают социальные услуги гражданам. Для эффективного функционирования социально ориентированных некоммерческих организаций законодательно закреплены разные виды поддержки: финансовая, имущественная и информационная. Автор статьи рассматривает цели, задачи и формы государственной поддержки социально ориентированных некоммерческих организаций в сфере социального обслуживания на материалах Свердловской области. Оценивает существующие формы государственной поддержки социально ориентированных некоммерческих организаций – участников оказания услуг по социальному обслуживанию населения. Приходит к выводам о том, что многие НКО продемонстрировали отсутствие устойчивости, как способности осуществлять стабильную деятельность, особенно в кризисных условиях. По результатам анализа действующего законодательства и мнений экспертов выявляет проблемы и предлагает рекомендации по их решению.

Currently, socially oriented non-profit organizations in the Russian Federation are strengthening their role in education, culture, and social services for the population: along with state organizations, they provide social services to citizens. To support the effective functioning of socially oriented non-profit organizations, various types of support are legally fixed: financial, property and information. The author of the article considers the goals, objectives, and forms of state support for socially oriented non-profit organizations in the field of social services based on the materials of the Sverdlovsk region. Assess the existing forms of state support for socially oriented non–profit organizations participating in the provision of social services to the population. They conclude that many NGOs have demonstrated a lack of stability as the ability to carry out stable activities, especially in crisis conditions. Based on the results of the analysis of the current legislation and expert opinions, it identifies problems and offers recommendations for their solution.
