Abstract

For many years nuclear weapons has fulfilled its main function — the protection of the state from attack. The concept of deterrence was developed during confrontation between the two powers, the USSR and the United States. New nuclear era is marked by the growth of nuclear capabilities of other countries. In a multilateral format, deterrence strategies are harder to function, due to the asymmetric nature of the nuclear world order. The increase in the number of participants in the nuclear confrontation and the growth of contradictions between them lead to uncertainty and unpredictability. The paper considers the main approaches to the concept of deterrence: structural and «ideal». In conclusion, the author marks the correlation between two approaches and preferences of the political leadership in relation to the concept of deterrence.

Ядерное оружие на протяжении многих лет выполняет свою главную функцию — защиту государства от нападения. Концепция сдерживания была разработана в эпоху противостояния двух держав, СССР и США, новая ядерная эпоха отмечается ростом ядерных потенциалов других стран. В многостороннем формате стратегии сдерживания функционировать тяжелее в связи с асимметричным характером ядерного миропорядка. Увеличение количества участников в ядерном противостоянии и рост противоречий между ними ведут к неопределенности и непредсказуемости. В работе рассматриваются основные подходы к концепции сдерживания: структурный и «идеальный». Формулируется вывод о соотношении двух подходов и о предпочтениях политиков в отношении концепции сдерживания.
