
A social security system which works properly should be universal and equitable, ensuring a minimum standard to all beneficiaries and sustainable over time. The literature agrees that the central objectives of them are the prevention of poverty among the elderly and consumption smoothing over the life cycle. With the implementation, six years ago, of plans for payment facilities through which allowed retirement age people to regularize their status and acquire the necessary input to access a pension benefit and, over three years of the Mobility Act´s implementation which established two annual increases of all pension benefits and the creation of the Argentinean Integrated Retirement System (SIPA), which established the unification of the two existing schemes in a public distribution based on the principle of solidarity, the main objective of this study is to conduct a thorough analysis on the current status of Argentinean pension system, focusing mainly on three elements that we consider most relevant in any pension system: level of coverage, distribution of the pension benefits and rate of substitution between wages and benefits.
