Реформа высшего образования: экспансия бакалавров и магистров

Abstract

В статье дан краткий обзор изменений законодательства в сфере регулирования высшего образования, а также анализ некоторых положений новых правовых актов. Особое внимание уделено соотношению степеней высшего образования согласно внесенным в соответствующие законы изменениям. Автор указывает на некоторые противоречия между отдельными положениями законов об образовании и Конституцией РФ. Обсуждаются перспективы программ второго высшего образования в связи с введением двухуровневой системы высшего образования, а также возможности трудоустройства лиц со степенью бакалавра и специфика статуса специалистов. Работа выполнена на основании анализа нормативных актов, работ ученых-юристов, а также с использованием публицистических статей, в том числе зарубежных авторов, посвященных реформе образования.
