Abstract

Au Sénégal, les acteurs de développement se sont associés pour une gestion participative des ressources naturelles. Cependant, l’État organise l’exploitation des ressources ligneuses. Cette étude vise à présenter l’implication de la communauté de Missirah-Kothiary dans la production du charbon de bois dans leur forêt communautaire. Ainsi, les focus groups menés auprès des populations locales et guides d’entretiens déroulés auprès des membres du bureau de gestion de la forêt et le personnel forestier ont permis de collecter les données qualitatives tandis l’enquête par questionnaire auprès des ménages a permis d’obtenir celles quantitatives. En effet, dans les blocs 1, 2 et 5 de ladite forêt respectivement à 50%, 56% et 85%, les membres de l’entité de gestion se concertent avec les populations pour toutes occasions de prise de décisions. Par ailleurs, les producteurs locaux ont la part la plus importante des quotas d’exploitabilité du bois d’énergie que les producteurs externes. Ils versent tous des redevances forestières à l’État. Cependant, l’ordre d’attribution des parcelles en référence à l’année d’exploitation n’est plus respecté depuis l’atteinte des deux rotations de 8 ans effectuées sur chaque parcelle de cette forêt. Dans les blocs 1, 3 et 4, la responsabilité de la gestion duterritoire communautaire est attribuée à l’État et les membres de la communauté. Par contre, dans les blocs 2 et 5 celle-ci est attribuée à tous les membres de la communauté. Dans ces deux blocs, les populations locales souhaitent se défaire du contrôle de l’État afin d’être autonome dans la production du charbon de bois.Mots clés : Forêt communautaire, Sénégal, Missirah-Kothiary, Gestion participative, charbon de bois

In Senegal, development stakeholders have joined forces to achieve participatory management of natural resources. However, the state organizes the exploitation of wood resources. This study aims to present the involvement of the Missirah-Kothiary community in charcoal production in their community forest. Focus groups with local people and interview guides with members of the forest management office and forestry staff were used to collect qualitative data, while a questionnaire survey of households was used to obtain quantitative data. In fact, in blocks 1, 2 and 5 of the said forest, at 50%, 56% and 85% respectively, the members of the management entity consult with the local population on all decision-making occasions. In addition, local producers have a larger share of energy wood harvesting quotas than external producers. They all pay forestry royalties to the state. However, the order in which plots are allocated, with reference to the year of harvesting, is no longer respected since the two 8-year rotations have been achieved on each plot of this forest. In blocks 1, 3 and 4, responsibility for managingthe community territory is attributed to the State and community members. In blocks 2 and 5, on the other hand, charcoal is allocated to all community members. In these two blocks, local populations wish to free themselves from state control in order to be autonomous in charcoal production.Keywords : Community forest, Senegal, Missirah-Kothiary, Participatory management, charcoal.
