Григорьев, А. В. Особенности становления, функционирования и развития органов внутренних дел на территории Беларуси (1917 – конец 20-х гг. ХХ в.) / А. В. Григорьев // Вестник Академии МВД Республики Беларусь. - 2016. - № 2. - С. 153 - 158. Анализируются организационные и правовые основы создания и деятельности органов внутренних дел на территории Беларуси, их функционирование и развитие в 20-е гг. ХХ в. На основе историко-правового анализа рассматривается роль органов внутренних дел в укреплении авторитарного политико-правового режима в БССР. Автор приходит к выводу, что в указанный период была создана правовая база, на основе которой осуществлялась организация и деятельность органов внутренних дел. Органы внутренних дел реализовали политику правящей партии, превратившуюся в ключевой инструмент административно-командной системы. = Analyzes the institutional and legal basis for the creation and activities of the internal affairs agencies on the territory of Belarus, its operation and development in the 20-ies. twentieth century. On the basis of the historical and the right analysis examines the role of internal affairs to strengthen the authoritarian political and legal regime in Byelorussia. The author concludes that the specified period has created a legal framework to underpin the organization and functioning of the internal affairs agencies. Law-enforcement agencies have implemented the policy of the ruling party, has become a key instrument of the administrative-command system.
