Abstract

Носкевич, И. Д. Формы реализации государственной кадровой политики в органах предварительного следствия / И. Д. Носкевич // Вестник Академии МВД Республики Беларусь. - 2018. - № 2. - С. 42 - 47. Проводится анализ реализации государственной кадровой политики в органах предварительного следствия (ОПС). Раскрывается содержание его правовых форм: использование, соблюдение, исполнение и правоприменение. Обосновывается отдельное положение о том, что принятие Концепции кадровой работы в Следственном комитете позволит выработать стратегию повышения престижа службы в Следственном комитете Республики Беларусь, обеспечит взаимосвязь соблюдения правовых норм и мер правового воздействия, корректировку правоприменительной практики для исключения неоправданной трудоемкости, бюрократизации процедур, оптимизацию сроков между юридическим фактом и реализацией индивидуально-правового решения. = The implementation of the state personnel policy in preliminary investigation agencies is analyzed. The content of its legal forms such as implementation, observance, execution and enforcement is disclosed. The article justi^ies the assumption that the adoption of the Personnel Management Concept in the Investigative Committee will help to develop a strategy to enhance the prestige of the service in the Investigative Committee of the Republic of Belarus, ensure interconnection of observance of legal norms and legal measures, adjustment of law enforcement practice to exclude unjustified manpower effort, bureaucratization of procedures, optimization of terms between the legal fact and the implementation of an individual legal decision.
