Abstract

Терещенко, Т. Г. Этизация государственной службы: вопросы принятия стандартов поведения / Т. Г. Терещенко // Вестник Академии МВД Республики Беларусь. - 2018. - № 2. - С. 162 - 167. Рассматриваются этические стандарты поведения как база в противодействии коррупционным действиям государственных служащих (приравненных к ним лиц, иностранных должностных лиц). Трактуются положения модельных кодексов поведения должностных лиц, действующих в странах Европейского союза (Модельного кодекса поведения должностных лиц и Модельного кодекса поведения для государственных служащих). В указанных документах объединены положения нескольких рекомендаций Комитета министров Совета Европы, Программы по борьбе с коррупцией (принятой Комитетом министров в 1996 г.), а также Заключительной декларации и Плана действий (приняты в 1997 г. в Страсбурге). Предлагается авторское ви́дение современного положения норм этического поведения применительно к администрированию в Республике Беларусь, а также содержательный аспект типового кодекса государственного служащего с целью оптимизации указанного направления в работе. = Ethical standards of behavior as a basis for counteracting the corrupt actions of civil servants (equated to them persons, foreign officials) are considered in the article. The author reveals the provisions of model codes of conduct for officials operating in the countries of the European Union, namely the Model Code of Conduct for Officials and the Model Code of Conduct for Public Officials. These documents included the provisions of several recommendations of the Committee of Ministers of the Council of Europe, the Program to Combat Corruption (adopted by the Committee of Ministers in 1996), and the Final Declaration and Action Plan (adopted in 1997 in Strasbourg). In this regard, the author describes the current situation of norms of ethical behavior with regard to administration in the Republic of Belarus, proposes a meaningful aspect of the model code of a civil servant in order to optimize this direction in work.
