The German professional qualification framework for bachelor’s and master’s degrees in health science/public health and health promotion

Abstract

Hintergrund und Ziel:Mit dem Bologna-Prozess sind eine Ausweitung und Ausdifferenzierung gesundheitswissenschaftlicher Studiengänge und deren Abschlussbezeichnungen an den Hochschulen in Deutschland erfolgt. Diese Entwicklung erschwert den Überblick darüber, welche Kompetenzen von Absolventen zu erwarten sind. Ziel ist es, auf der Basis der europäischen Entwicklungen einen gemeinsamen Qualifikationsrahmen für die Studiengänge in Gesundheitswissenschaften, Public Health und Gesundheitsförderung zu erstellen, der ihre Vergleichbarkeit auf Bachelor- bzw. Masterebene ermöglicht.Methodik:In einem mehrjährigen Prozess erfolgte eine Konsensbildung unter Vertretern von neun deutschsprachigen Hochschulstandorten. In Abbildung der Dublin-Deskriptoren und des „Public Health Action Cycles“ wurde für die Studienzyklen Bachelor und Master eine Matrix aus 20 Kompetenzfeldern erstellt und auf Frewilligenbasis von verschiedenen Hochschulstandorten unabhängig voneinander entsprechend der Ziele der Studiengänge ausgefüllt. Die Synopse der einzelnen Beiträge wurde nach einer inhaltsanalytischen Betrachtung entwickelt und mit den beteiligten Standorten zur Abstimmung gebracht.Ergebnisse:Für die Bachelorebene konnte ein Konsens erreicht werden. Im Bereich der heterogenen Masterstudiengänge sind weitere Entwicklungs- und Diskussionsprozesse erforderlich.Schlussfolgerungen:Der jetzt vorliegende Gesundheitswissenschaftliche Qualifikationsrahmen (GQR) kann dazu beitragen, die kompetenzorientierte Entwicklung von gemeinsamen Curricula sowie die Vergleichbarkeit und Transparenz der Studienabschlüsse zu verbessern. Als nächster Schritt ist ein Abgleich der Module der einzelnen Hochschulstandorte mit den Kompetenzbündeln des GQR notwendig. Die Akzeptanz der Ergebnisse in der Praxis der Konzeption und Akkreditierung von Studiengängen bleibt abzuwarten.
