The relevance of the study is determined by the fact that the stress state of fiscal system promotes the use of new variants of spending budgets at different levels. Recently there are the problems of effective use of budget resources, corruption control and ensuring competition among suppliers, transparency in government procurement. It is important for the public sector in the regions of Russia. The aim of the research is to investigate the outstanding characteristics in the legal provisions and its changes, descry the financing and organization of deliveries in connection with the introduction of Federal Law 44-FZ; to define the organization of deliveries in the regions of Russia by the example of the Republic of Buryatia, the problems in the accounting policy institutions. Methods: the comparison method for determining the main differences in the procurement on the basis of federal law 44-FZ and 123-FZ; analytical method allows understanding the problems resolved and encountered after the Law 44-FZ enactment. The authors have analyzed the records of new business operations in execution of contracts with the suppliers. Results. In the accounting policy of the state (municipal) institutions the planning and organization of transactions documentation was changed. Also the plan of the financial and economic activity will change.

Актуальность исследования определяется тем, что напряженное состояние бюджетной системы способствует приме- нению новых вариантов расходования бюджетов на разных уровнях. В последние годы обострилась проблема эффективного использования бюджетных средств, противодействия коррупции, обеспечения состязательности между поставщиками, прозрачности системы государственных закупок. Это важно не только для бюджетной сферы в целом, но и в регионах России. Цель работы: рассмотреть суть и особенности основных изменений в правовом положении, финансирования и организации поставок в связи с введением Федерального закона 44-ФЗ и иных законодательных актов. Целью работы является также характеристика организации поставок в регионах России на примере Республики Бурятия, возникающих проблем в учетной политике учреждений. Методы исследования: метод сопоставления, который помогает выявить главные отличия в организации закупок на основании федеральных законов 44-ФЗ и 123-ФЗ; аналитический метод исследования позволяет понять, какие проблемы были решены, а какие появились после введения закона 44-ФЗ.
