Методологические подходы к подготовке специалистов в сфере государственного и муниципального управления к инновационной деятельности

Abstract

The changing geopolitical and socio-economic necessitates the creation of a new cohort of specialists in public administration of the Russian Federation. With the help of the method of modelling the pedagogical system, substantiation of the methodology of training of specialists of state and municipal administration to innovation activity from the perspective of the traditional for the system of higher education system, axiological, acmeological and modular approaches. In addition to the generally accepted, cultural and historical, as well as the innovative and activity approaches proposed by the authors were applied. The presented set of methodological approaches is focused on the formation and development of the main components of professional readiness of future public administration specialists to innovative activity: motivational and value, cognitive, action and reflexive.

В условиях изменяющейся геополитической и социально-экономической ситуации возникает необходимость в формировании новой когорты специалистов публичного управления РФ. С помощью метода моделирования педагогической системы дается обоснование методологии подготовки специалистов государственного и муниципального управления к инновационной деятельности с позиций традиционных для системы высшего образования системного, аксиологического, акмеологического и модульного подходов. Кроме того, применены культурно-исторический и предложенный авторами инновационно-деятельностный подходы. Представленный комплекс методологических подходов ориентирован на формирование и развитие основных компонентов профессиональной готовности будущих специалистов публичного управления к инновационной деятельности: мотивационно-ценностного, когнитивного, деятельностного и рефлексивного.
