
The paper analyzes the process of reorganization of secondary education in Russia, showing that the quality of the latter in many respects depends on the work of the whole system of education. Success in reforming school education in the modern world demands changing the base paradigm. Without taking into consideration everyday practice of teachers decision-making leads to inertia.
Статья посвящена анализу реформирования российского школьного образования. Доказывается, что качество школьной подготовки выпускников во многом зависит от организации работы системы образования, успешность реформ может быть обеспечена изменением базовой знаниевой парадигмы, а принятие решений без учета повседневных практик учителя приводит к состоянию инертности системы.
