Abstract

Статья посвящена истории противоборства министра внутренних дел И. Л. Горемыкина (а затем Д. С. Сипягина и В. К. Плеве) и министра финансов С. Ю. Витте по поводу расширения территорий Российской империи с земским самоуправлением на рубеже XIX–XX вв. Автором изучается роль межличностных противоречий чиновников в этом вопросе. Конфронтация министров не позволила разрешить назревшую проблему.
