Given the current data, the County of Gökçeada (previously Imbros) can be regarded asa “State Island” as it is dominated by state apparatus. According to the study of thState Planning Organization, “The socio-economic ranking of Turkish Counties -2004", the Island comes first among 872 counties with its 80,33 % ratio of theworkforce in the services. Most of them are accounted for by civil servants. The notablecharacteristics of a public service are as follows: Exogenous character (be it in the positivesense or negative), free public services, compulsory use of these services. Exogenic charactermay well be taken as a positive feature, yet other two lineaments are burdens on thesociety with the exception of a small minority.This paper is based on the brain storms ofwhether Gökçeada should stay as a State Island as it is today or it should transform intoa Private Island. That is, whether social (statist) or individualistic / liberal / free –market - orientated based on "laissez faire, laissez passe" principles? Manhattan,Cayman, Singapore, Taiwan etc. These Islands may well be benchmark for Gökçeada.The facts that the transfer of Turkish Maritime, which is the only public transportationmeans of the Island, to GESTAS which is owned by the “Special ProvincialAdministration” of the Govership of Çanakkale, the privatization of TIGEM, thedeclaration for the Island as a new hunting ground are examples of the predilectiontoward liberalism from statism. Besides, wind surfing, which is one of the new-foundtourism attractions of the Island, has been spearheaded by the private entrepreneurship.Unlike the rest of Turkey, the free grazing of goats on the Island gives the clue that theland belongs to the State. Nevertheless, thank God, shanties on the State land is not yetbudding in the Island

Nitekim DPT “İlçelerin Sosyo-EkonomikGelişmişlik Sıralaması Araştırması (2004)” verilerine göre Gökçeada “HizmetlerSektöründe Çalışanlar” oranında” %80.33 ile toplam 872 ilçe arasında 1.dir ve bununbüyük bir oranı memurlardır. Tam bir Devlet (kamu) malının / hizmetinin bazıözellikleri şunlardır; (olumlu veya olumsuz) “dışsallık”, “bedava kulllanıcılar problemi”ve “zorla kullandırılanlar”. Olumlu dışsallık istenirse de diğer iki özellik yararlananküçük bir grup hariç topluma yük sayılabilir. Bu bildiri de Gökçeada’nın “DevletAda” özelliğinin devam etmesinin mi yoksa, “Özel Ada” özelliğine bürünmesinin midaha faydalı olacağının beyin fırtınası yapılmıştır. Yani (sosyal) devletçilik mi yoksa“laissez faire-laissez passe” düşüncesiyle bireycilik / liberalizm / serbest piyasa mı?Manhattan, Cayman, Singapur, Tayvan vs adalar Gökçeada’ya benchmark olabilir.Ada’nın, Gelibolu Yarımadası ve Anadolu’daki Türk topraklarına “tek” topluulaşımını sağlayan, gemi taşımacılığını yapan Türkiye Denizcilik İşletmeleri’ninÇanakkale Valiliği İl Özel İdaresine bağlı GESTAŞ’a devredilmesi, TİGEM’inözelleştirilmesi, Ada’nın özel avlak ilan edilmesi vs. devletçilikten liberalizme geçişeğilimine veya zorunluluğuna örnek olabilir. Ada’nın önemli turizm kaynaklarındanrüzgar sörfü de özel sektör öncülüğünde başlamıştır. Keçilerin, Türkiye’nin hiçbir yerindeolmayan bir tarzda başıboş, serbest dolaşması da arazinin daha çok devlete ait olduğunadolayısıyla Devlet Adalılığın ispatı olabilir! Ancak, devlet arazilerine yapılangecekondular Ada’da, henüz, yoktur.
