Políticas públicas contra la violencia conyugal. ¿Dónde estamos veinte años después?

Abstract

El presente artículo analiza los resultados de una investigación realizada a partir de una muestra de mujeres y varones de Lima, Perú, con el fin de explorar si los programas sociales y las políticas públicas de combate a la violencia contra la mujer están reconfigurando la manera en que la definen las poblaciones urbanas y sus estrategias para lidiar con ella. Se concluye que los logros más importantes se dan en la manera en que representan la violencia conyugal. Ésta se ha deslegitimado y se percibiría como un abuso que atenta contra los derechos de las mujeres. Sin embargo, estos programas habrían generado efectos no deseados. Los más graves serían la desconfianza en esos servicios, la tendencia de algunas mujeres a ocultar que son víctimas de violencia para no ser juzgadas como pasivas o dominadas, y la exclusión de los hombres de las políticas de combate a la violencia de género. O presente artigo analisa os resultados de uma investigação realizada a partir de uma amostra de mulheres e homens de Lima, Peru, com o fim de explorar se os programas sociais e as políticas públicas de combate à violência contra a mulher estão reconfigurando a maneira com a qual a definem as populações urbanas e suas estratégias para lutar contra ela. Conclui-se que os ganhos mais importantes se dão na forma em que representam a violência conjugal. Esta se deslegitimou e foi percebida como um abuso que atenta contra os direitos das mulheres. Entretanto, esses programas teriam gerado efeitos não desejados. Os mais graves seriam a desconfiança nesses serviços, a tendência de algumas mulheres em ocultar que são vítimas de violência para não serem julgadas como passivas ou dominadas, e a exclusão dos homens das políticas de combate à violência de gênero. This article presents the conclusions of research carried out among a sample of women and men living in Lima (Peru), to explore the influence of the public policies and programs against gender violence on their representations and their strategies to cope with such situations. It concludes that the main achievement of these programs and policies lays in the way violence against women is currently perceived: as an abuse and a transgression of women’s rights. However, these policies and programs have generated negative ‘side effects,’ such as lack of confidence on the ability of formal institutions to actually help battered women, the tendency of some women to hide that they are being abused by their partners, in order to avoid being judged as compliant with that violence, and the exclusion of men from programs against women’s violence, ignoring that they are part of the problem.
