National interest to TLCAN

Abstract

En el presente artículo, el autor reflexiona en torno al concepto de interés nacional, considerando sus referentes básicos: el Estado, la nación y el poder. Las reflexiones describen y analizan aspectos sobre la vulnerabilidad del interés nacional de México, por las políticas oficiosas del Tratado de Libre Comercio de América del Norte (TLCAN). A través de una serie de elementos antitéticos, se analiza el interés nacional de México, en el contexto del TLCAN, produciendo efectos claroscuros para México. El autor realiza un examen panorámico del instrumento internacional y después describe una visión sectorial del interés nacional en diversos ámbitos de la economía y la sociedad. Finalmente, el autor señala como consecuencias del tratado internacional, una dependencia tecnológica extranjera, un desaliento en la inversión privada en investigación y desarrollo, y una falta de fomento en los productos realizados en el país por emprendedores mexicanos.

In this article the author reflects on the concept of national interest, considering its basic referents: State, nation and power. His analysis describes and examines aspects related to the vulnerability of the Mexican national interest on informal policies of the North American Free Trade Agreement (NAFTA.). This article explores, through a series of antithetical elements, such Mexico’s national interest, in the context of NAFTA, producing chiaroscuro effects for the country. The author provides a panoramic review of said international instrument, and then, he describes a sector view of the national interest in various fields of the economy and society. Finally, the author points out foreign technological dependence, discouraged private investment in research and development, and a lack of promotion on products made in the country by Mexican innovators as consequences of that international treaty.
