Abstract

В статье выявлена взаимосвязь и принципиальные отличия между человеческим потенциалом и человеческим капиталом. Сформирован авторский подход к определению категории «человеческий потенциал региона», охарактеризованы факторы и этапы его формирования, сделан вывод о невозможности применения традиционных подходов к оценке человеческого потенциала, применяемых на международном уровне. Проанализирован математический аппарат и получены первичные результаты, характеризующие потенциальные ограничители развития человеческого потенциала. = The article reveals the relationship and fundamental differences between human potential and human capital. The author's approach to the definition of the category "human potential of the region" is formed, the factors and stages of its formation are characterized, and the conclusion is made that it is impossible to apply traditional approaches to assessing human potential applied at the international level. The mathematical apparatus was analyzed and the primary results characterizing the potential constraints of human potential development were obtained.
