Abstract

Fragmentary nature of the proposed articles and tezisno character of presentation of its contents determine the selectivity and limited methods of examination of the problem. Implemented methods of empirical analysis and synthesis system. Initial methodological position is proposed by the author conditional division of higher education and higher education that does not violate their organizational unity, but allows you to better illuminate the subject.
