Abstract

На основе оригинальных архивных материалов рассмотрены вопросы подбора руководящих кадров для работы в местных органах государственной власти и управления в 1943-1945 гг. на освобожденной от нацистской оккупации территории Белорусской ССР. Выделены обстоятельства, осложнявшие решение кадровых вопросов. Отмечается, что главным реальным кадровым источником оказались бывшие партизаны и подпольщики, большинство из которых не имело необходимого управленческого опыта и организационных навыков работы в государственных органах власти и управления. Часть новых руководителей стали использовать свое новое служебное положение в корыстных целях. По мере прибытия из частей Красной Армии и тыловых районов СССР людей с довоенным опытом руководящей работы партизанские кадры в органах государственной власти и управления заменялись и переводились на другие участки работы (прежде всего – на хозяйственные должности). На аснове арыгінальных архіўных матэрыялаў разгледжаны пытанні падбору кіруючых кадраў для працы ў мясцовых органах дзяржаўнай улады і кіравання ў 1943–1945 гг. на вызваленай ад нацысцкай акупацыі тэрыторыі Беларускай ССР. Вылучаныя абставіны, якія ўскладнялі рашэнне кадравых пытанняў. Адзначаецца, што галоўнай рэальнай кадравай крыніцай былі былыя партызаны і падпольшчыкі, большасць з якіх не мела неабходнага кіраўніцкага вопыту і арганізацыйных навыкаў працы ў дзяржаўных органах улады і кіравання. Частка новых кіраўнікоў сталі выкарыстоўваць сваё новае службовае становішча ў карыслівых мэтах. Па меры прыбыцця з Чырвонай Арміі і тылавых раёнаў СССР людзей з даваенным вопытам кіруючай працы партызанскія кадры ў органах дзяржаўнай улады і кіравання замяняліся і пераводзіліся на іншыя ўчасткі працы (перш за ўсё – на гаспадарчыя пасады). On the basis of original archival materials, the issues of selecting senior personnel to work in local government bodies and administration in the territory of the Belarusian SSR liberated from the Nazi occupation in 1943-1945 are considered. The circumstances that complicated the solution of personnel issues are highlighted. It is noted that the main real source of personnel were former partisans and underground workers, most of whom did not have the necessary managerial experience and organizational skills to work in state authorities and management. Some of the new managers began to use their new position for self-serving purposes. As soon as people with pre-war leadership experience arrived from the Red Army and rear areas of the USSR, partisan cadres in state power and management bodies were replaced and transferred to other areas of work (first of all, to economic positions).
