
В статье рассмотрены вопросы реорганизации органов местной власти и управления в начальный период осуществления политики форсированного строительства социализма. Создавалась система, позволявшая сконцентрировать управленческие функции стратегического и тактического характера в союзных органах власти и управления, ограничить сферу самостоятельности нижестоящих управленческих структур, создать механизм, позволявший эффективно проводить решения верховной власти на местах. In the article the questions of reorganization of local government and management bodies are considered in the initial period of realization of politics of a force building of socialism. The system allowing to concentrate administrative functions of strategic and tactical character in allied and government and management bodies was created, to limit the sphere of independence of lower-level administrative structures, create a mechanism allowing effectively to conduct the decisions of sovereignty on places.
