Abstract

Modern civilization is often figuratively called hydrocarbon mans civilization. Thus emphasizes the crucial role of hydrocarbon energy for the intense economic and socio-political development of mankind as a whole. For individual states the role of hydrocarbons is not so unambiguous. In terms of the presence or absence own hydrocarbon resources of modern states are divided on the countries producing its own oil and gas country, and countries exporting hydrocarbons. For many countries exporters, the presence of rich hydrocarbon reserves complicates the path to economic prosperity. In this regard, a discussion was born the so-called «resource curse».
