In article the analysis of the nature of the human capital is carried out and it is revealed that the human capital along with a role of the propeller, the active beginning, the accelerator, executed by it in a public productive combination, can play a role of the stabilizer, the limiter and a delay mechanism of economic growth. Problem of society is reduction of inefficiently functioning human capital, its transfer to category effective, making a worthy contribution to social and economic development.

В статье проведен анализ природы человеческого капитала и выявлено, что человеческий капитал наряду с ролью движителя, активного начала, ускорителя, исполняемой им в общественной производительной комбинации, может играть роль стабилизатора, ограничителя и замедлителя экономического роста. Задачей общества является сокращение неэффективно функционирующего человеческого капитала, перевод его в категорию эффективного, вносящего достойный вклад в социально-экономическое развитие.
