Демографические аспекты воспроизводства трудовых ресурсов на мезоуровне

Abstract

В данной статье теоретически обосновывается необходимость политики государства, направленной на стимулирование рождаемости, поскольку рост населения способствует расширению рынка сбыта, что в свою очередь стимулирует производство. Далее в статье раскрываются основные тенденции демографической динамики, оказывающие влияние на воспроизводство трудовых ресурсов. Приводятся данные, характеризующие рождаемость, смертность, миграционные процессы. Показана и обосновывается результативность проведения государством стимулирующей рождаемость политики. Материальные стимулы рождаемости оказывают мультипликативный эффект на развитие экономики региона: во-первых, повышается совокупный спрос; во-вторых, возрастают валовое накопление капитала, валовой региональный продукт на душу населения. Но проводимые меры оказывается недостаточными для решения проблем с миграционным оттоком населения. В качестве предложений, способствующих расширенному воспроизводству трудовых ресурсов, предложено проводить мероприятия по улучшению инвестиционной привлекательности, развитию промышленности и сельского хозяйства с созданием дополнительных рабочих мест

This article considered the theoretical rationale for state policyaimed stimulating the birth rate, because popula-tion growth expands the market, which stimulates the production. Also the article reveals the basic trends of population dynamics that influence the labor resources reproduction. The paper shows the data characterizing fertility, mortality, migration processes. It is provided that the state policy stimulating fertility is effective. Fi-nancial incentives fertility have a multiplier effect on the economy in the region: first, aggregate demand increas-es; secondly, gross capital formation, gross regional product per capita also increase. But the implemented measures are not sufficient to solve the problems about the outflow migration. As the proposals that promote expanded reproduction of labor resources, it is proposed to carry out measures to improve the investment at-tractiveness, development of industry and agriculture. All these measures will create more jobs.
