The article is devoted to the activities of the Zemstvo self-government at the beginning of the 20th century, in the period preceding the outbreak of World War I. The author analyzes the role of the Zetmstvo in the development of public education in the provinces of Central Russia, shows the expansion of its competences in this area and reveals the degree of government involvement in solving of this important national problem.

Статья посвящена деятельности органов земского самоуправления в начале ХХ века, в период, предшествующий началу первой мировой войны. Автор анализирует роль земств в развитии народного образования в провинции Центральной России, показывает расширении его компетенций в этой сфере в исследуемый период и выявляет степень участия правительства в решении этой важной государственной задачи.
