Экономическая оценка жизни человека индикатор диагностики кризисных явлений

Abstract

In the paper to reveal the essence of the term “economic assessment of human life” the methodological approaches used in the economic theory and estimation theory are applied, the categorical apparatus revealing the meaning of the economic cost, price and value of human life is created. To define the cost of human life, the income, cost-based, and comparative approaches are analyzed. Various types of living costs depending on the purpose of assessment application are allocated. For the state purposes and definition of social payments, the concept of cadastral value of human life is introduced. The introduction of the macroeconomic indicator reflecting level and quality of life in the country is substantiated. The author's technique of the economic assessment of human life is given in the article and is approved on the example of the Russian Federation. Besides, the interrelations between manifestations of the crisis phenomena and their tendencies in society, quality of life and a size of life assessment at the calculation of regional coefficients for an assessment of risks to the citizens' life or health are revealed.

В статье к раскрытию экономической сущности дефиниции «экономическая оценка жизни человека» применены методологические подходы, используемые в экономической теории и в теории оценки, сформирован категориальный аппарат, раскрывающий экономическое содержание стоимости, цены и ценности жизни человека. При определении стоимости жизни проанализированы доходный, затратный и сравнительные подходы, предложены критерии применения оценочных подходов. Выделены различные виды стоимости жизни человека в зависимости от цели применения оценки. Для государственных целей и определения социальных выплат вводится понятие кадастровой стоимости человеческой жизни и обосновывается введение макроэкономического показателя, отражающего уровень и качество жизни в стране. В статье приведена авторская методика экономической оценки жизни и апробирована на примере РФ. Кроме того, выявлены взаимосвязи между проявлениями кризисных явлений и их тенденциями в обществе, качеством жизни и величиной оценки жизни при расчете региональных коэффициентов в целях оценки рисков причинения вреда жизни и здоровью граждан.
