Abstract

Article is devoted to research of a problem сonstitutional-legal regulation of electoral process in Russia on an example of the direct elections which have taken place on October, 14th, 2012 of the maximum officials in 5 subjects of the Russian Federation. In article short stories of the Russian electoral legislation, since 2004 before introduction of college of elections of chapters of subjects of the Russian Federation in 2012, in particular the mechanism of «the municipal filter», pioneered to use on regional elections have been in detail considered.

Исследуется проблема конституционно-правового регулирования избирательного процесса на примере состоявшихся 14 октября 2012 г. прямых выборов высших должностных лиц пяти субъектов РФ. Подробно рассмотрены новеллы российского избирательного законодательства начиная с 2004 г. до введения института выборов глав субъектов РФ в 2012 г., в частности механизм «муниципального фильтра», впервые использованный на региональных выборах.
