Современные тенденции развития системы государственных закупок для стимулирования инновационного обновления экономики

Abstract

В статье исследуются современные тенденции развития системы государственных закупок, ориентированных на стимулирование инноваций. Рассматривается эволюция используемых концепций закупок, закупочных процедур и оценочных критериев, их правовое обеспечение в США, Европейском союзе, Китае и России. На основе обобщения и анализа зарубежного и отечественного опыта даются предложения по развитию системы государственных закупок для стимулирования инновационного обновления российской экономики.

In the article the author considers the main trends of the development of the public procurement of innovation and the correspondent legal framework in the United States of America, the European Union, China, and Russia. The author considers the evolution of the procurement concepts and policies, procurement procedures, and award criteria.
