Abstract

The article analyses the place and role of the State Council in the state mechanism of the Russian Empire. The author considers the features of transformation of the state body that was engaged in discussing and preparing the bills into the Upper Chamber of the first Russian Parliament.

Статья посвящена анализу места и роли Государственного совета в государственном механизме Российской империи. В работе рассматриваются особенности преобразования государственного законосовещательного органа в верхнюю палату первого российского парламента.
