Развитие товариществ собственников жилья в России: проблемы и перспективы

Abstract

В статье изучено товарищество собственников жилья как одна из организационных форм коллективного владения и управления жилищным фондом. В условиях реформирования жилищно-коммунальной сферы и значительного увеличения доли находящегося в частной собственности жилья развитие данной формы самоорганизации граждан является объективно необходимым и экономически обоснованным. В ходе исследования выявлены основные достоинства и недостатки товариществ собственников жилья, определены проблемы, возникающие в процессе их создания и функционирования. К числу причин, сдерживающих широкое распространение и развитие товариществ собственников жилья в России, можно отнести несовершенство нормативно-правовой базы, неподготовленность населения к самоорганизации в решении проблем управления общим имуществом домов, в том числе недостаточность знаний для организации эффективной деятельности товарищества и др. Все это позволило определить ряд мер, способствующих дальнейшему развития товариществ собственников жилья в отечественной практике.

In the article the Home Owner Association as one of organizational forms of collective ownership and management housing is studied. The development of this form of self-organization in the environment of housing and communal reforms and rapid increasing of share of private housing is objectively necessary and economically driven. During our study major advantages and draw backs of Home Owner Associations are revealed; the problems arising during their creating and operating are defined. Among the causes restraining wide spreading and development of Home Owner Association in Russia are imperfection of regulatory and legal framework; unpreparedness of the population to self-organization in solving the problems of common property management including insufficiency of knowledge for organizing of effective Home Owner Association operation etc. All of the above allow us to determine number of steps that would promote the further development of Home Owner Association in national practice.
