The article discusses what targets were set in implementing a state alcohol monopoly in the end of the 19th century and the beginning of the 20th century, how it was introduced and deployed and what results were achieved, the Kursk Governoratc being taken as a typical governorate of that time. Special emphasis is placed on the impact the improved vodka sale practice had on consumer welfare and the consumption of strong alcohol drinks.
