Создание государственных и муниципальных автономных учреждений (обзор практики)

Abstract

This article is concerned with development of autonomous institutions as a part of reforming the network of budgetary institutions from different levels of Russian budget system. Now there is a lack of information concerning this reform. The article provides data from various sources to describe results and scale of the reform. Time series of corresponding indexes for different spheres of activity were drawn for each region of the Russian Federation and at the federal level. The evaluation of actions that state executive power and local administrations take to reform budgetary institutions was made. Keywords: state autonomous institutions, municipal autonomous institutions, normative legal documents, informational sources, social sphere.

В ходе преобразования сети бюджетных учреждений в различных сферах деятельности на всех уровнях бюджетной системы Российской Федерации создаются автономные учреждения. Полная и исчерпывающая информация о состоянии процесса реформирования в настоящее время отсутствует. Приведены систематизированные сведения из различных информационных источников о результатах и масштабах преобразований. Построены динамические ряды соответствующих показателей по годам в разрезе сфер деятельности по каждому субъекту РФ и на федеральном уровне. Выполнена оценка деятельности органов государственной исполнительной власти и местных администраций по реформированию бюджетных учреждений.
