Abstract

Тhe term "informatization" today is widely used in the scientific literature. This paper analyzes the existing interpretation of this concept, reveals the absence of a common interpretation of this process in the Russian legal field. The authors examines its components, in particular, the intellectualization, mediatization, computerization, formulates the thesis of the need to increase the amount of information in the public domain. The existing indicators in legislation are analyzed, evaluating the process, they identified incorrect, the authoring system informatization performance evaluation as a process is proposed.

В научной литературе сегодня активно используется термин «информатизация». В работе проанализированы существующие толкования этого понятия, выявлено отсутствие общей трактовки данного процесса в правовом поле России. Рассмотрены ее составляющие, в частности, интеллектуализация, медиатизация, компьютеризация, сформулирован тезис о необходимости увеличения количества информации, находящейся в открытом доступе. Проанализированы существующие в законодательных документах показатели, оценивающие данный процесс, выявлена их некорректность, предложена авторская система показателей оценки информатизации как процесса.
