
This paper presents an overview of the theoretical approaches influence consumers on the quality of public services and identify opportunities to protect their rights under various institutional alternatives. Based on the methodology of economic analysis, the right is represented as the institutional capacity to impact consumers taking into account the benefits and costs. The results of presented empirical research reveals the opportunities and constrains of formal and informal ways to influence the quality and accessibility of public services.
Представлен обзор теоретических подходов воздействия потребителей на качество государственных услуг. Выявлены возможности защиты прав потребителей при различных институциональных альтернативах. На базе методологии экономического анализа права представлены как институциональные возможности воздействия потребителей с учетом выгод и издержек. Приводятся результаты эмпирического исследования, выявляющего возможности и ограничения формальных и неформальных способов воздействия на качество и доступность государственных услуг.
