Социальная ставка дисконтирования в России: методология, оценка, межрегиональные различия

Abstract

В статье обосновывается необходимость применения социальной ставки дисконтирования в процессе оценки инвестиционных проектов общественного сектора. Рассмотрены методы оценки социальной ставки дисконтирования, разработанные в мире к настоящему времени, изложена методология и приведены соответствующие расчеты для России по методу социальной ставки межвременных предпочтений. Обоснована целесообразность определения социальной ставки не только для страны в целом, но и для отдельных регионов, представлены расчеты для всех регионов России и дано объяснение выявленных межрегиональных различий.

The paper explains the necessity of social discount rate use in the process of public sector investment projects appraisal. Methods for social discount rate evaluation that have been developed by the present moment are considered. A methodology and relevant calculations of social rate of time preferences for Russia are presented. It is substantiated that social discount rate should be evaluated not only for the country as a whole but also for particular regions. The results of calculations for all Russian regions are described, and regional differences are explained.
