Зарубежный опыт деятельности объединений собственников жилья

Abstract

В данной статье рассматриваются особенности управления многоквартирными домами товариществами собственников жилья в аспекте сравнительного анализа отечественной и зарубежной практики. Выявлена российская специфика и основные отличия формирования и развития жилищного самоуправления в России, ввиду исторических, объективных и субъективных особенностей. Делается вывод о том, что в современной России возможно построение собственной уникальной модели управления многоквартирными домами на основе товариществ собственников жилья, которая может основываться на лучших зарубежных аналогах, но при этом трансформироваться с учетом специфики и особенностей российской экономики в целом и жилищного хозяйства в частности.

In this article discusses the features management of apartment houses Homeowners Association in terms of comparative analysis of domestic and foreign practice. Identified Russian specificity and the main differences of the formation and development of housing self-government in Russia, in view of historical, objective and subjective features. The concluded is that in modern Russia possible to build its own unique model of management of apartment houses based on Homeowners Association, which may be based on the best foreign analogs, but thus transformed in view of the specificity and features of the Russian economy in general and housing in particular.
