Abstract

The article presents analysis of losses in the Krasnoyarsk region because of chronic obstructive disease of lungs in 2013. The analysis of economical losses considered costs of medical care support of patients with chronic obstructive disease of lungs. The harm because of premature death of population because of this pathology was considered too. The evaluation of signifi cance of priorities in decreasing of morbidity and mortality of chronic obstructive disease of lungs has to consider tobacco smoking as the most signifi cant and controllable factor. The study was carried out to evaluate value of preventable medical demographic losses conditioned by chronic obstructive disease of lungs, including corresponding preventable economic harm for budget of the Krasnoyarsk region. The conjoint using of indicator "Potential Years of Life Lost" and population attributive risk of smoking permitted to evaluate value of region losses of chronic obstructive disease of lungs conditioned by tobacco smoking. The article presents possible means of decreasing losses at the expense of expected decreasing prevalence of tobacco smoking. At that, positive economic effect for the region can achieve up to 132.8 millions rubles.

В данной работе исследуются потери Красноярского края от хронической обструктивной болезни легких (ХОБЛ) в 2013 г. При анализе экономических потерь учитываются затраты на оказание медицинской помощи пациентам с диагнозом хроническая обструктивная болезнь легких, а также ущерб от преждевременной смертности населения от данной нозологии. Оценка важности приоритетов по сокращению заболеваемости и смертности от ХОБЛ показывает, что табакокурение является наиболее значимым и управляемым фактором. Цель работы: оценить величину предотвратимых медико-демографических потерь, обусловленных ХОБЛ, а также соответствующий предотвратимый экономический ущерб для бюджета Красноярского края. Материалы и методы. Совместное использование показателя «потерянные годы потенциальной жизни» и популяционного атрибутивного риска курения позволило оценить величину потерь края от ХОБЛ, обусловленных фактором табакокурения. Результаты. В работе показаны возможные пути снижения потерь за счет ожидаемого снижения распространенности табакокурения, при этом положительный экономический эффект для региона может достичь 132,8 млн руб.
