Дееспособность при сотрудничестве в области безопасности в рамках шос

Abstract

The article deals with the problem of capacity of the Shanghai Cooperation Organization. The author considers the compliance of measures taken by the SCO in order to resolve emerging conflicts and unrests in the countries of Central Asia (Kyrgyzstan, Kazakhstan, Uzbekistan) with the objective expressed when the SCO was established, that is to ensure regional security and stability. It is concluded that there is a need for creation of rapid reaction force and involvement in joint anti-terrorist training maneuvers of observer states and partners to enhance the capacity of the SCO.

В статье автор затрагивает проблему дееспособности ШОС, рассматривает степень соответствия действий, предпринимаемых организацией по устранению возникающих конфликтов и волнений на территории стран Центральной Азии (Кыргызстан, Казахстан, Узбекистан), цели, заявленной при создании организации, которая заключается в обеспечении региональной безопасности и стабильности. Сделан вывод о необходимости создания сил быстрого реагирования и привлечения к участию в совместных антитеррористических учениях государств-наблюдателей и партнеров по диалогу для повышения дееспособности ШОС.
