Abstract

В настоящее время при остром дефиците финансов в российской экономике остается незадействованным сберегательный потенциал населения. Одной из основных причин этого является низкий уровень развития финансовых институтов, работающих со средствами населения. Кроме того, отсутствуют эффективные механизмы привлечения свободных средств населения на финансовый рынок. В связи с этим возникает необходимость совершенствования институциональных основ сберегательного процесса как важнейшего условия вовлечения максимально возможного частного капитала в инвестиционный оборот.

Сurrently, despite the acute shortage of finance in the Russian economy the savings potential of the population remains untapped. One of the main reasons for that is the low level of development of financial institutions working with the population's resources. In addition, there are no effective mechanisms for attracting population's free funds to the financial market. In this connection it is necessary to improve the institutional framework of the savings process as an essential part of involving maximum private capital in the investment turnover.
