Abstract

In modern economy, two tendencies become more and more obvious: the growth of volumes of manufacture of the goods of mass demand on the one hand, and individualization of consumption, on the other hand. An increase of this contradiction raises the role and value of the small business which is capable to solve it. The obstacle for the small business in Russia is an extremely non-uniform distribution of human resources on its territory. The development of small settlements as a base of small and medium business seems to be a reasonable alternative to the growth of big cities.
