Формирование smart (интеллектуальной) экономики: теория и практика

Abstract

В рамках исследования проведен анализ процесса трансформации экономических систем в соответствии с новым подходом, отличительной особенностью которого является рассмотрение механизма процесса хозяйственного развития как результата изменения эндогенных фундаментальных основ экономической системы (факторы производства и потребности субъектов экономики) при экзогенным влиянием социальной, политической, духовной сфер и окружающей среды. На основе этого подхода разработана концепция формирующейся в настоящий момент интеллектуальной экономики, направленной в конечном итоге на создание социально-рынончной, «зеленой» и инновационной системы хозяйствования. Выявлены барьеры формирования интеллектуальной экономики в России и разработан перечень мероприятий по их преодолению. Одним из инструментов формирования интеллектуальной экономики должно стать устойчивое инвестирование. В рамках исследования сформулировано определение устойчивого инвестиционного проекта, разработана его структура и методика оценки его эффективности.

The study analyzes the transformation of economic systems basing on new approach, distinguishing feature of which is consideration of the economic development mechanism as a result of endogenous changes in the fundamentals of the economic system (factors of production and the needs of economic entities) under an exogenous influence of social, political and spiritual spheres of human life, and environment. The paper presents the concept of forming Smart economy, aimed ultimately at creating social, green and innovative economy. The research identifies obstacles to the formation of knowledge-based economy in Russia, and presents a list of measures to overcome them. One of the tools for the knowledge-based economy formation must be sustainable investment. Study presents the definition of sustainable investment project, its structure and method of its efficiency evaluation.
