ОЦЕНКА РИСКА ГИБЕЛИ ЛЮДЕЙ ПРИ ПОЖАРАХ В СИБИРСКОМ ФЕДЕРАЛЬНОМ ОКРУГЕ

Abstract

Цель. Объектом исследования являются чрезвычайные ситуации, связанные с пожарами на территории Сибирского федерального округа. Целью работы является оценка значений риска гибели людей при пожарах в федеральном округе России. Методы. Используя методы анализа социальной и математической статистик, представлены показатели последствий пожаров: по количеству, гибели людей на территории Сибирского федерального округа за 2001-2015 гг. На базе существующих методик и по данным количества погибших людей на пожарах, численности населения приведены расчетные значения риска: для любого человека погибнуть при пожаре; риск гибели людей по дням недели, времени суток; по возрасту, социальному статусу, а также риск гибели людей на объектах техносферы округа. Результаты. Исследованиями установлено, что за период с 2001 по 2015 гг. в регионе на каждые 10 тыс. жителей приходилось 16 пожаров, на каждых 100 пожарах погибало до 7 человек, а на каждые 100 тыс. жителей округа приходилось до 12 человек погибших. Заключение. Полученные значения пожарных рисков показывают, что уровень безопасности людей, проживающих на территории субъекта Российской Федерации, не соответствует требованиям пожарной безопасности.

Purpose. The research deals with emergencies caused by fires in the Siberian Federal District. The aim of the article is to assess fire fatality risks. Methods. Based on the social and mathematical statistics methods, the article presents the consequences of fires: the number of fires and mortality rate in the Siberian Federal District from 2001 to 2015. Based on the existing methods, the number of fire deaths and population, the article determines calculated risk values: fire death risk for any person; fire death risk by weekdays, dayparts, ages, social status, and fire death risks at technosphere objects. Results. The research has shown that from 2001 to 2015 for each 10,000 residents there were 16 fires; during each 100 fires up to 7 persons died, and for each 100,000 residents there were 12 deaths. Conclusion. The results show that safety level for the residents of the Siberian Federal District does not meet fire safety requirements.
